Sponsorship Queue Process

What about In Progress?  I can't quite remember, but I recall a sponsor once 
saying something about Triaged sounding like there wasn't development work 
done yet and In Progress being the logical status for something that had code 
written.  I pointed out "but there's a list of Triaged-with-Patch" but it 
looks like there's confusion on that.
