[Announce] - Ubuntu Upstream Report

Hi everyone,

The upstream report at
https://edge.launchpad.net/ubuntu/+upstreamreport is now in a decent
enough shape where we are comfortable having people work off of it for
bug work. In short, the upstream report is a real-time list of the Top
100 projects in Ubuntu sorted by open bugs. It provides information
such as how many of those bugs are Triaged, how many have an upstream
task associated to them, and how well those bugs are being linked to
an upstream bug tracker.

I hope that this initial report is immediately useful to everyone -
please feel free to send me any feedback you might have. Ideas on how
we can better measure bug linkages and other details/features you
would like to see would be most appreciated!
