email format change : upload notifications

Without the GPG sign is lost the "Signed-by" information.
I think that's important for who that make some kinds of statistics on 
uploads. 

I preferred tha older one, cause it was (almost) parsable with everything 
that understand rfc822, but in fact it's much more human readable.
