[RFC] Weekly Kernel Team IRC Meeting Time & Format Change

 We had that exact same issue with mobile: the Canonical team call
 happened on Thursdays some hours before the IRC meeting.  We moved the
 call to Fridays, and now we have interesting IRC meetings again and the
 phone calls are shorter.
