It's already in a modeline:

  $ tail -n1 policy.sgml
  <!-- vim:set ai sts=2 sw=2 tw=76: -->

(Personally I enable modelines in several places, although I'm aware
that there are some security concerns with doing so. Apparently there is
a "securemodelines" script wandering around which I ought to
investigate.)
