SpecSpec => SpecTemplate?

It looks like somebody saved a new page over it and then renamed,
thereby trashing the history. I asked James Troup for help, and he tried
trawling the edit and event logs, but he wasn't able to find any record
of the old page.

However, https://gaia.lbl.gov/virBui/SpecTemplate was a near-copy of it,
so I was able to resurrect SpecTemplate from that, just in time for UDS.
