merge_changelog

Several times this last week when merging Debian packages I've found MoM
wasn't processing the package for one reason or another, so I ended up
doing the merge by hand.  No big deal, except I got irritated at
hand-stitching changelogs back together, so pulled the changelog logic
from MoM and made it into a standalone script.  I tossed it up here if
anyone cares:

james_w also pointed out another similar (and much shorter) script at

however in testing I found it didn't handle epoch's correctly.
