Developer package selection

Overriding the meaning of build-essential seems quite confusing to me. A
c-development meta package is very easy to create. A C development task
seems easy, too.

However, this begs the question of the larger picture: there are all
sorts of reasonably popular things that could benefit from similar
treatmet: software development in various other languages, or web
application development using a LAMP stack come immediately to mind. Any
approach for C development would hopefully be possible to generalize to
the other fields.

Regardless of how that is solved, it would be good to increase the
discoverability of packages for various tasks.
