Having "binNMUs" will surely help when these cases happen. Pushing new
rebuilds to manage a transition for a single architecture is a waste of
buildd resources and bandwith, users need to download an exact copy of a
package they already have.

I don't think restricting access to core-devs or release managers is
optimal because MOTUs can upload rebuilds normally. Some guidance is
needed, but I guess developers who already manage transitions have a
good knowledge when it's worth triggering a "binNMU".
