Future of the Packaging Guide

There isn't currently any license applied on the development wiki. To
be honest, I see no justification for applying different
considerations to the packaging guide than to all the other developer
documentation on the wiki; probably the question of licensing of the
packaging guide should simply be dealt with together with the
licensing of all the rest of the development documentation.

I think the major consideration here is simply that all the rest of
the information about how to work in the Ubuntu community is found on
the development wiki, and I see no reason for the particular
information found in the packaging guide to be dealt with differently.

I'm sure solutions can be found if there is enough demand for offline
access; but I'd see that as a subsequent issue, rather than a blocker
for the move.
