New Packages Freeze for Hardy

As discussed recently on this list and announced later [1], UVF does
not exist any more, and NPF was also absorbed into FF, for more or
less the same reasons (have it earlier to concentrate efforts on bug
fixing and have a defined date which allows the archive admins to
catch up with review).

Since you also put all three freezes on the same date, there should be
no policy conflict, but we should stop using the now obsolete freeze
names.
