New Packages Freeze for Hardy

Hello everybody,

in the last MOTU meeting the MOTU team came to the conclusion that an
earlier New Packages Freeze will help directing more attention to QA on
Universe.

The decision was to move New Packages Freeze to the Upstream Version
Freeze date. Speaking in terms of Hardy and
https://wiki.ubuntu.com/HardyReleaseSchedule this means: FF, UVF and NPF
on February 14th.

Can the release team please reflect that in the schedule planning?
