SRU policy for universe (was Re: Pending SRU Request; What to do?)

Some days ago, the idea of charging ~motu-swat of this role was raised. 
Even if a team could claim responsibility to sort Universe SRU 
proposals, this could lead to a bottleneck. OTOH, leave these bug 
without a easy way to track them could lead to similar results.

If a "two-acks-before-upload" procedure is accepted, we could tag these 
bug with motu-sru (or whatever) to have a quick look to pending SRU 
proposals, this way any MOTU can sponsor proposals and a minimum peer 
review is granted.
