You would need to justify your criteria and define "ignored".
That bug has many, many replies and status changes -- it fails any
reasonable definition of "ignored". It's simply "unfixed".
The most unfixed bug is simply the open one with the lowest number:
https://bugs.launchpad.net/ubuntu/+bug/1
For a reasonable definition of ignored, the bug would have had to have
been filed on a maintained package and yet received no status updates
and no comments from anyone other than those affected by the bug.
