I like the proposal.  There are some packages still that do not have a
patch system.  I'd like to suggest an addition to the above ideas:

- if adding a patch system is trivial, add it, and continue as above
- if not, create debian/ubuntu-applied-patches and store a copy of the
  diff that was applied to the tree with the above tags included.
