germinate is just one very small piece of this, and it really depends
largely on the other software involved. We certainly do use it in our
CD-building and archive maintenance processes, and so it's possible to
hook germinate into debian-cd:
http://people.ubuntu.com/~cjwatson/bzr/cdimage/mainline/ (also check out
the subtrees in configs/devel) does this.

However, I don't necessarily recommend cloning our system here. Rather,
I'd suggest finding something that fits your other needs and then
slotting germinate and a little bit of trivial glue into whatever bit of
it wants a big list of packages.
