"Report a Bug" menu item and its potential effects

I agree. However, if we want to retain the 'report a bug' feature in
lp-i and/or system menu, we need to either disable apport in the
default file, or move ubuntu-bug into e. g. python-apport and drop the
apport dependency from the various frontend packages.
Since /etc/default/apport is a conffile, it seems appropriate to me to
just use that to enable/disable apport by default.
