I hope the Ubuntu developers know how to filter mail and only read those
threads they are interested in?  ;-)

The mail to -devel would make sure that they know about the discussion
going on in -devel-discuss, and thus they can decide themselves whether
it is something they want to follow or not.  And in case they really
don't want to subscribe to -devel-discuss, there are always the list
archives, gmane, etc.
