Team packages maintained in bzr, one branch for the team or one for each debian directory?

That's not really true, only the debian directory are stored on bzr so
the checkout is reasonable. Not being able to get only a directory might
be perceived as a bzr limitation, subversion allows to do it, not sure
if that's going to change though
