Ubuntu Studio needs an addition to limits.conf

This is certainly something that would be worth doing, as its one less 
bit of baggage that has to be carried for the UbuntuStudio release. Yet 
we do need to work out how this can be done in such a way that any 
possible security risk is minimized.

If anybody who is familiar with pam, and any security implications that 
arrise from doing this, it would be nice to hear your point of view.
