Adding such a script has been on my TODO wishlist for quite a while
already. The script should detect the currently running UI (GTKish or
QTish), and invoke apport-gtk or apport-qt with -f and -p <package>.
However, right now this would file a new bug, which is helpful for a
lot of cases already, but not the one discussed in this thread. I will
talk to our Malone developer whether it's possible to extend the
current upload interface so that the blob can be attached to an
existing bug.
