Actually, I went back to ubuntu.com site and reread this sentence:

"The ubuntu-devel mailing list is for highly-technical discussions and 
implementation details regarding current development on Ubuntu."

Somehow, I missed the word "current" the first time. I hope it gives you all a 
good laugh :)
