Reportbug in main

Currently, the reportbug package is in main. However, the package is 
currently useless, as it only sends bug reports to ubuntu-users, where 
they are lost and the reporters directed elsewhere.

Since this has been a problem for quite a while, and fixing it would 
essentially require a complete rewrite of the package, perhaps reportbug 
should be removed from main? One generally expects packages in main to 
work with Ubuntu, and so having it in main probably makes users believe 
that it sends reports to the proper place.
