For Clearlooks that's not true:

gtk2-engines-2.8.1/debian/rules:
	DEB_CONFIGURE_EXTRA_FLAGS += --enable-animation


I'm not sure about a reason for ubuntulooks and I'm not sure we should
try this this late in the release cycle, but for Edgy+1 we can play with
it.
