usability: unlocking screen resp. login screen

I filled a spec in the Ubuntu wiki and in Launchpad and assigned it to
the mountain view summit. I am not a developer and don't have experience
in writing a spec so did I missed anything? Please feel free to visit
the spec at https://wiki.ubuntu.com/ConsistentLoginScreen and to modify
it or subscribe yourself to.
