Yes I understand it now. But you have to admit "we have no plans to
implement" can be taken to mean you have no plans to do it. There is no time
limit there. Its kind of the missing thing. Something I would expect out of
a politician, saying something, without saying anything one way or the
other. In effect Its kind of a non answer. Not really answering the
question, just saying something.
