That isn't the only issue that will have to be dealt with, some more
are:

1) People getting confused because the shortcuts are different from
upstream's ones

2) The fact that there are a limited number of possible shortcuts.
You'll have to assign several "common shortcuts" to the one keystoke,
and then deal with the ensuing fun when an app has them both.

3) Having to repeat this process for every language.


I'm not saying it isn't a worthy goal, but it would be a *huge* amount
of work. It's enough trouble figuring out what the shortcuts should be
for one application.
