Are eagle-usb-* packages inside the Dapper CDs?

You should talk with the Molinux and Guadalinex team about this. They
are spanish ubuntu distributions, and perhaps they are working on this.

Also, I would take a look at the last Linex, which is Beta. It is not
based on Ubuntu but Debian and I think they are working hard in ADSL
modems support with graphical interface.
