Are eagle-usb-* packages inside the Dapper CDs?

Sorry, unfortunately I haven't got the necessary knowledge to do so, and
even more, I haven't got an ADSL USB modem connection (I'm a cablemodem
user), although I know ADSL USB modems are very common in Spain (and
other countries, too; see
https://lists.ubuntu.com/archives/ubuntu-devel/2006-May/018115.html).
What is the exactly problem we have with eagle-usb-* packages? Maybe
https://launchpad.net/malone/40308 ?
IMHO, to provide Internet connection to the user must be a critical
priority, because an OS like Ubuntu uses Internet in many moments:
upgrades, security updates, package installation, and so on. It's a pity
not to support an Internet connection method used by thousands and
thousands of users in several countries.
The situation looks like the same we had years ago with the dial-up
winmodems: they were a very common Internet connection method, but Linux
hadn't got support for them, except for some limited support of some
very few winmodem models.
Although I know we run out of time, I only hope we can remember the
problem and put it in our "to do" list.
