Fleshing out in the etc-in-svn spec

When we considered this for Dapper, it was certainly with bzr in mind;
SVN wasn't on the table, so etc-in-svn is a misnomer. This was
originally a part of the Dapper server-candy spec.

Good start, thanks for writing it up. I think there have been several
proposals to implement this through the Summer of Code program, but if
it doesn't get done that way, it'll likely be high up on the Server
Team's list for Edgy.

People with other server-related ideas should post about them on the
ubuntu-server list or approach me on IRC, so Adam and I can discuss them
at UFK. Specifications are strongly encouraged, but not strictly necessary.
