I agree Carlos, although I think that the level of technical competence
which is required to identify duplicate bugs is usually less than that
which is required to fix them. It might prove useful to recruit skilled
non-developers for this kind of task.
Having a triage team to reduce the number of duplicate bug reports would
allow more people to participate meaningfully in the community
development process. It might also be a good opportunity for
inexperienced developers, or developers who are new to the community, to
become familiar with the bug reporting system before they dive in.
Initially, junior triage workers could be asked to identify potential
duplicates and report them to a project developer. In my opinion, the
searching for and initial identification of duplicates represents much
of the effort involved in the process. Once a triage worker had
displayed accuracy and good judgment, they could be asked to work
independently.
