Bug Contact Subscriptions in Malone

This (#3) sounds the most workable for me, as it treats "subscriptions"
and "bug contact" as different things just like the UI does.  Otherwise
I would express surprise that ceasing to be the Bug Contact for a
package resulted in my subscriptions to bugs on that package being lost.
