non-root can't access dv device

Okay I see the problem - but the error message is right isn't it: "...or
failure to read/write /dev/raw1394!"?

So the issue is how should Ubuntu be setup so that a normal user can
safely do dv capture? Is dv1394 which Martijn mentions part of the
solution?
