A patch for Korean keyboard problem

A ubuntu-ko member has prepared a kernel patch to fix this long time #1 issue 
for Korean. He wrote about his patch and researches to wiki.

In summary, we'd like to map the two keys' scancode (Korean/English toggle 
key, Korean/Chinese conversion key) to kernel. Then, regarding X we may 
provide either a script using setkeycodes/xmodmap or xkb maps for Korean 
Keyboard (probably in future).

Please investigate the patch, hotkey-setup or something else because 
setkeycodes/xmodmap used to be working but not any more with Dapper.
