Will Dapper support RLIMIT_RTPRIO?

Looks good to me.

PAM in it's current form works, although it seems to me it still has the 
hardcoded defines which might be removed, now that glibc headers have them. 
Nevertheless, it works.

Bash seems ok to me, too: ulimit -a shows the new rlimits, and reading and 
setting rtprio with ulimit -r works as expected.
