How to build a build environment for all of Ubuntu?

Answering my own question:
Looks like it's kinda standard Debian stuff (buildd / sbuild etc)
with a wrapper around it (Soyuz).  See

It kinda sounds like http://emdebian.org wants to be able
to cross-build real debian systems.  Not sure how far
along they are.
