It's not. It contains a .bzr directory where Bazaar-NG stores its
information, and Apache usually omits dotfiles from listings.

The seeds are now maintained as a Bazaar-NG repository; I specifically
said "use bzr to branch ..." to save you from wasting your time doing
what you just did :)

I've uploaded the Dapper seeds here so that you can look at them without
bzr:
