new xubuntu developer

Hello

I'd like to announce that I'll be sharing the xubuntu lead role with
Gauvain Pocentek (Gloubiboulga),and he is going to apply for main upload
rights at the next TB to be able to modify xubuntu packages.

Also in matters of seed changes, iso releases, bugs etc,. both of us can
be considered authoritative and points of contact when talking to others
in #u-d.

This way we can better assure that development does not get blocked when
I am offline.
