SCIM in 6.04

Dapper (which will become 6.04 eventually) now has scim 1.4.4 and
scim-m17n 0.1.3.  I believe it's working but haven't tested it
throughly, and definitly not about Tamil.

The only way to make sure SCIM's Tamil support working well in 6.04 is
by helping test the packages in dapper now (when we still have chance to
fix it) and report any bug you encounter into malone:
