Nautilus mounting usb drive - bad perms

I've been testing Dapper and yesterday I noticed that when plugging in a
usb hard drive all the permissions are set to root which renders the
drive read only. I'm thinking that users that want to plug in a usb
hard drive and have it show up on their desktop would want to be able to
write to it right?
Is this a bug or can we change this behaviour for Dapper. I think
mounting a partition with System-Administration-Disks should also make
the partition writable.
I just went through a session with a user who was trying to backup their
$HOME to a new drive and of course only root could do it. This makes it
really difficult for the user.
Cheers
