I tried to have a look inside what gnome-panel is doing by attaching gdb
to it and getting random stack traces with ^C.  This is three of them (I
didn't paste the ones where I caught gnome-panel idling in the GTK main
loop poll): http://pastebin.com/541343

It looks like it's creating the menus all the time.

I noticed that there's a patch in debian/patches that fiddles with that
code, so I tried to recompile the package without
debian/patches/05_submenus.patch; however, I still get the empty menus.
