Automatic GRUB installation only if GRUB isn't already installed

Is there any particular reason that grub needs to go in the MBR, as
opposed to the volume boot record? It seems to me that the best option
is to either leave the MBR alone, or install a true MBR as provided by
the ms-sys or mbr package. As far as I'm concerned, grub should be
installed only in the volume boot record of the /boot partition, which
should then be set active. Is there some previously-discussed reason
that Ubuntu doesn't do this by default?
