+1 (at least - I've longed for this since at least Breezy)

+1, it would definitely have to be optional, for the stated reasons.

IMHO, a good way to do this would be with option-click (right-click)
menu items, such as "have this icon appear on all desktops, etc.,
similar to those available when option-clicking items in the bottom
panel.

Dragging-and-dropping icons to other work spaces could cause them to
appear in their previous position on that space only. (Or a dialog could
prompt the user to select the behaviour they want....)

Thinking about it a little more, a workspace manager app under System,
Preferences would be a really good idea, to make it easy for the user to
see what they've done, to undo whatever they've done, return to the
default behaviour, etc.

Uh, this is sounding strangely spec-ish (I volunteer to contribute to it
if someone else creates it, I'm about to be overloaded with other
commitments and lose all time for contributions for a few days).
