Edgy+1 Toolchain

As I understand, the toolchain needs to be ready before the distro
opens.  However, before that time, work is usually going into the prior
distro; in this case, Edgy is busily being hacked at and Edgy+1's
toolchain needs to be decided by the time Edgy+1 is opened.

This brings the question, when is a good time to discuss the Edgy+1
toolchain?  I have some thoughts and ideas about some enhancements that
would decrease program load time, mainly upstream-accepted stuff that's
going into the next version.
