Is there really a point in changing this?  People get used to seeing
this menu, it is easy to navigate and I find little point in changing
it.  As you have said people without admin permissions don't see it so
whats the point.

This was one of the biggest piss offs with Microsoft, just when you got
used to finding things in a certain place they changed it with no
apparent gain in usability.

It f**ks with many peoples written documentation as well and it is a
HUGH job to re-write this stuff.  Please think about it.
