(request) Reducing the amount of NEEDINFO bugs

This sounds brilliant!

I know this sounds silly but can you include one that indicates what
version of Ubuntu someone is currently running and possibly add one
indicating the date the package list was updated (not quite as good as
knowing the last time packages have actually been updated but it might
help...)
