/etc/network/options changes

In dapper, /etc/network/options has now been removed, in favour of
setting them directly in /etc/sysctl.conf

While this is good, this will definitiately break some peoples setups -
for example it broke today when a mate and I upgraded his router to
dapper.

I beleive there should be some kind of conversion, or backwards
compatability for this file, or at least some notes about it - what
do others think?
