I don't have any experiences in packaging. But from the discussions
on debian-tetex-maint I don't think it's a small task. You have to
understand the internal structure of teTeX that changed from
teTeX-2. This makes the automagic transition from teTeX-2 to teTeX-3
difficult, especially if there are private fonts installed for TeX.
