It's referring to the layout under
http://archive.ubuntu.com/ubuntu/dists/breezy/main/installer-i386/current/images/
etc., not the layout on the CD. Chapter 4.2.1 "Where to Find
Installation Images" says this, although the links talk about Debian
rather than Ubuntu by mistake (fixed).

I've turned netboot/boot.img.gz into a link to try to make things
clearer, although that winds up being a little awkward for powerpc where
there are two possible images, so I might change my mind there at some
point.
