UVF break: updating mono to 1.1.8.3

Hi,
I propose an update of mono from 1.1.8.2 to 1.1.8.3.
This release is just a bugfix release with the following changes:

> Fixed deadlocks when running heavily multi-threaded applications in
> debug mode (--debug) (Ben). 
> 
> Implements the various security and validations modes in forms
> authentication (system.web/machineKey section). This is an important
> upgrade for ASP.NET users. 

Release Notes can be found here[1].

tseng would do the update and add this[2] fix for amd64
binfmt-detector-cli.

Any further thoughts or doubts?
